You can't just give people free healthcare, they'll abuse my tax dollars!

There is nothing ever free. Someone pays. But if costs are spread out over larger groups, the individual cost can be lower. If we had universal medical care, the tax increase needed would be far less than we all now pay for insurance.

What if there were certain requirements for free health care ? Like no tobacco or drugs . Relatively healthy body weight and BMI? Diet and exercise ?
What if it was a contract between an individual and the govt ?
With both sides having provisions they need to uphold .
