When is a goal of regime change accepted?

Depends on who's moving the goalposts. Many clout-chasers just want good PR to elevate their careers or status. They don't care if the goal actually gets accomplished.

Others are dogmatic and zealous and won't rest until they reach complete ideological control of the people. They will maintain their position long after many others have conceded to new regime.
