It's a pretty useful tool. You can either award the contract for a kickback or give the job to a loyalist as a reward, put your name on the check, and you can also pick and choose who gets the checks when, red states, blue states, by zip code or even by political affiliation.
No court can issue a nationwide injunction, so you'll get away with rewarding loyalists in the 5th Circuit, and the 9th is pretty much blue anyways, so why worry if the libs dont get theirs.
At the very least, it'd be controversial, distracting from other things.

Skipping our usual Trump stuff, what do you think of the idea of tariff rebates?
At best, it really does seem like a wealth redistribution plan, which, Trump or no Trump, makes me a little wary, no matter who's proposing it.

I’m pretty sure the government pick and choose if those checks go out. I hope they don’t and are applied to the deficit. @MistyCee
