Only they can make the award. Everyone else in the world can only make a recommendation. The committee doesn't have to listen to the recommendations. 🙃
@DeWayfarer I guess if you have a nice little poem or sentiment attached to it that lets him know your sincerity. Remember, to start it out with "Sir;" he loves that. And, don't forget to mention something about having tears in your eyes.
