Trump has now apparently reversed Hegseth's pause from last week. But there remains no discernible strategy — and that's a problem.

UPDATE (July 8, 2025, 8:09 a.m. ET): This piece has been updated to reflect the Pentagon's statement late Monday night confirming the U.S. will resume sending defensive weapons to Ukraine "at President Trump's direction."

Last week the Trump administration abruptly paused deliveries of missiles and munitions to Ukraine, claiming it had concerns that U.S. stockpiles of munitions were low and that it was compelled to make a decision, as a White House spokesperson put it, “to put America’s interests first.”

But there's reason to think the Trump administration may have exaggerated the consequences of how supplying weapons to Ukraine would affect U.S. stockpiles as a pretext for once again demonstrating that its commitment to Ukraine is up in the air.

According to NBC News which cited three U.S. officials, “an analysis by senior military officers found that the aid package would not jeopardize the American military’s own ammunition supplies.”

NBC News also reported, based on three congressional aides and a former U.S. official familiar with the matter, that Defense Secretary Pete Hegseth made a decision unilaterally to initiate the pause. Hegseth did so after issuing a memo ordering the Pentagon’s Joint Staff to review stockpiles of all munitions — but it apparently didn't yield the conclusions that the Trump administration has implied it did:

'According to three officials familiar with the matter, the assessment found that some stockpiles of high-precision munitions were at lower levels but not yet beyond critical minimums. The Joint Staff concluded that providing continued assistance to Ukraine would not drain U.S. supplies below a required threshold needed to ensure military readiness, the officials said."

The pause of the shipments — which had been approved under the Biden administration — happened so suddenly that some of the munitions deliveries that were called off had already been loaded onto trucks in European countries that were about to head to Ukraine, per NBC News.

Then suddenly on Monday, Trump said that weapons shipments would resume normally again in the future. “We have to,” Trump told reporters about additional weapons deliveries for Ukraine, according to the Associated Press. “They have to be able to defend themselves.”

It is the United States’ prerogative to determine how much it wants to aid another country, and its enormous flow of military aid to Ukraine does have strategic consequences for the United States’ military assets in other regions of the world. For example, as The Associated Press notes, “While the total number of Patriot munitions the U.S. has is unknown, the number of entire Patriot missile defense systems is in such limited supply that providing one to a new location often means taking it from somewhere else.”

But impulsively and unexpectedly freezing aid to Ukraine undermines the country’s ability to defend itself as it struggles to hold its positions in the east against Russia's relentless invasion.

Moreover, it undermines Trump’s ability to help broker a peace deal between Russia and Ukraine. Trump complained last week after a phone call with Russian President Vladimir Putin that he was “very disappointed” and that he “didn’t make any progress” with him toward a deal with Ukraine.

But Trump’s inconsistency regarding aid to Ukraine is exactly the kind of thing that will embolden Putin to double down and put off serious negotiations — perhaps out of the hope that Trump will eventually throw his hands up and abandon Ukraine entirely before a deal is struck.

If Trump were to aid Ukraine consistently and maintain a poker face in talks with Putin over his willingness to fold, Trump and Ukraine would have much more leverage in figuring out a way to peace. But Trump (and his White House) appear to lack the interest in and discipline to do that, and are muddling through as a result.

It is slowly dawning upon him that failure in Ukraine could result in a greater humiliation to America than withdrawal from Afghanistan, which Biden never fully recovered from . . thanks mainly to Trump making political capital out of it.

@SunshineGirl Trump wanted an end to the war. Zelensky and Putin will not play ball, which is why Trump is getting frustrated. I support Trump. He is not the man who wanted to get rid of Yanukovych. Trump did not fund Orange Revolution in 2004 or “Revolution of Dignity” in 2014, yet he is stuck with the consequences. Ukraine in 2025 is a consequence of decades of interference from the West. It is also from Russia. Russia has excuses. It neighbors Ukraine and shares a great deal with Ukraine. US and Europe are responsible for upsetting the apple cart. What is America's excuse? Do not tell me they are trying to achieve democracy. The liberals would be the first to cry phony tears if Trump were to overthrow the mullahs in Iran. You would exclaim: “How irresponsible of him! He will start WWIII! Trump is a warmonger”! Why do you feel differently when it concerns other countries and other leaders? Why do you want democracy in Ukraine, and not in Iran?
@emiliya Spot on. For some reason, people aren't looking at history. For the last 75 years, NATO has been slowing advancing eastward. Likewise, there is a long and violent history in the region now known as Ukraine and Russia. Trump wants it to stop...Zelenskyy and Putin seem to want to keep it going.

@emiliya He is stuck with nothing, this is a situation of his own making. He made an idle boast that he is unable to fulfil because he still cannot grasp the fact that diplomacy with hostile parties is far more complicated than selling hats to pliant supporters. He tied his anticipated success to withdrawing support for NATO and redefining America's role in world affairs (on which he has U-turned again by bombing Iran) and now he has egg all over his face.

@SunshineGirl It began decades ago. How is Trump to blame? You say he made an idle promise, yet isn't this what every presidential candidate does? You know he was using hyperbole. Why don't you know that it is the other parties not ending the war? I think you do know. You are a liberal who despises Trump and will not speak truth.

You spread lies. He tried to bring Zelensky and Putin to the table and end the war through diplomacy. Trump is the only man who has tried to bring an end. What was Biden doing? What does Europe do? Tell me what Kamala would have done?

Trump claims that Putin says nice things and then does something to suggest he is not interested in peace. When it does not concern Trump, your kind blame Putin and call him evil for it. Trump is involved, and you blame him instead. This is what nasty, disingenuous ideologues do. Ты меня бесишь.

When did Trump change his foreign policy? It exists only in your mind, in lies that the likes of you spread. It sickens me. He was one pump and done with Iran. They were forceful thrusts, but it did not last long did it? It was achieved and they have moved on. You scream and whinge about this while supporting war in Ukraine. This makes me fall out of my chair. Were you screaming and whinging when Starmer and Macron wanted to put troops in Ukraine? You were not. You scream when it is Trump who takes military action, and when he does not take military action! Who needs Shakespeare when we have this tragic comedy, this terrible spectacle?

This war is on Putin. Now he needs to get troops from N. Korea to fight his war.

This is a really childish take. The North Koreans stayed within Russian borders, but so what if Russia is using their troops? Bit selective, aren’t we? Wars are rarely fought in isolation. Western mercenaries, NATO-trained volunteers, and foreign intelligence have all played roles on Ukraine’s side too. So why is it shocking that Russia leans on its own allies? That’s how global conflicts work, like it or not.

If NATO is so mighty, why does it constantly need reassurance that the U.S. will step in if things escalate?🤔

That’s how global conflict works. Did Israel call on the U.S. for help after it couldn’t go any further in Iran? It sure did. Is the U.S. actively intervening against the Houthis? Absolutely, stepping in on behalf of another powerful nation. And let’s not forget, the Houthis have no air force, no navy, yet the most advanced military in the world is engaged against them.
