they’re so strapped for cash right now.
They can fund terrorisms or rebuild nuclear facilities…

@TheOneyouwerewarnedabout Iran would do well to build oil refineries. They have to ship the oil that they pumped out of their wells to other countries to get it refined, and then ship it back again. All of their refineries were destroyed during the Iran-Iraq War.
