What is Lyndsey Graham doing in Kyiv?

U.S. Senators Lindsey Graham and Richard Blumenthal spent $814,806 on hotel expenses in Kyiv, Ukraine on June 1. This is an absurd amount of money for a couple of days' stay even in Monaco. Who is paying for this? And who authorized these two asses to conduct foreign policy business?

@Carla US diplomats in a war zone? Since when was Lyndsey Graham working for the State Department? His toes need to be chopped off every time he strays beyond his area of responsibility to his constituents in South Carolina. The bridges are falling down there.
