Troops are trained to do exactly one thing. Kill and break things. They have no training and no ability to do law enforcement.

I‘m sure the Haitians would really love to see you try and deal with G-9 and the G-Pep gangs who operate as local militias with your bobby stick as you so eloquently put it. I‘d say your life expectancy would be lower than that of soldiers on D-day if you dared to step out of the confines of your precinct.
