@MarineBob Caroline Leavitt issued an official statement so unless you think the press secretary went rogue and is just making statements of their own accord it obviously came down from the president and any official statement made by the press secretary is by definition treated as policy.

@helenS Absolutely they can. Pass bills that screw over specific sectors, pull government contracts. People forget Amazon has major contracts from IT related services to the government to leasing data centres to the NSA.
