Free enterprise does, to some extent, certainly. But let’s not forget that unregulated free enterprise brought us x-ray shoe sizing, lead based paint, acid rain and asbestos pajamas. Guard rails are absolutely needed.
@Zaphod42 True but you have to remember no one in the world thought it was bad or knew what long term exposure would do. Once it was known it was corrected or stopped.
