You obviously can establish patterns of behavior to make accurate predictions.

Say an undocumented immigrant steals once but they been in the states for 30 years with no prior charges, you could just punish people for stealing without sending them to either Greenland where they cost 10,000 dollars or El Salvador whose getting millions yearly for their prisons over there. I mean that's always an idea.

Things like two undocumented parents visiting their legal immigrant daughter going through brain cancer treatments are not the same as let's say, being drug cartel yes?
