No it's not his solution. Apparently it takes too long to set up a regular housing solution. So this is in order to prevent students from sleeping on the streets all together. This would be a stop gap measure, until something can be set up.

This is likely the result of Newsom's new laws on the homeless. People sleeping in cars on public streets are considered homeless.

If California was a deep-red state whose population didn't give a f*** about low income wage earners, I could understand (though not condone) that.
But you've got a super-majority of Democrats in the legislature. Can't you (not just you, but California voters) tell them to do their job?
