What was USAID all about?

Dunno but since it has stopped spreading cash Victoria Nuland and her National Endowment for Democracy (NED) has had to stop financing all kinds of evils around the world including the colour revolutions in Eastern Europe. As reports say,
“it (NED) has been unable to meet its obligations and has been forced to suspend support for nearly 2,000 partners worldwide.”
