Will they Comply or Lose their Jobs?

It seems like No Federal Worker has ever been required to fill out an Hour by Hour Chart and End of the Day Report. Or are they afraid that it'll be discovered that their actual Work Time intervenes with their Instagram/Tik_Tok/FaceBook/Instant Messaging/Online Gaming time.

Spent some time looking into kroger policies. Nowhere does it state requirements from store employees to fill out productivity reports.
Managers tend to those reports and are responsible for the productivity of store employees.
Your timecard was your report.

@Carla I said 1982. I don't know what their policies are now.

But then again, I bet you've never been in any restroom in any store ever. Because, if you had, the majority of them keep a record of when a store employee has either inspected or cleaned that restroom. Usually it's on the door or somewhere near the exit/entrance. That's a form a report that you and many others have stated either doesn't exist or a 'good' company wouldn't ever use.
