Everything Trump says recently is nothing more than a smoke screen to distract attention away from the fact that his government is in shambles and thousands of government employees are getting laid off or fired on the spot.
This distraction technique Trump has even spoken about in some of his biography novels which date back to the late 1980's.

@swirlie Dude they've just threatened to annex Canada, they've just cut the supplies to Ukraine and opened the doors to Putin and are threatening the EU with tariffs and the demobilization of the NATO bases in European soil within 3 weeks.

DUDE, they have not annexed Canada, they have not cut supplies to Ukraine because Canada makes those supplies, not the USA, they have not opened the doors to Putin and they have not imposed tariffs to the EU and they have not demobilized NATO bases on any European soil nor will they do so in 3 weeks time.
Deal with what IS and stop pretending what ISN'T.
