USAID funded college tuition for an Al Qaeda terrorist

Al-Awlaki was an American-born jihadist who was killed in a drone strike in Yemen in 2011, during the Obama administration. He was a central figure of al Qaeda, including having direct contact with Army psychiatrist Nidal Hasan before he opened fire at Fort Hood, Texas, in 2009, killing 13 people, U.S. officials reported at the time.
Amid the Department of Government Efficiency's (DOGE) investigations of federal government agencies in search of overspending, corruption and fraud, political eyes have been locked on USAID funding.
Al-Awlaki worked as a Muslim cleric in cities such as Denver, San Diego and Falls Church, Virginia, before moving to Yemen in 2004. Al-Awlaki was preaching at a San Diego mosque in 2000 when he reportedly first met Khalid al-Mihdhar and Nawaf al-Hazmi, two of the 9/11 hijackers. He was arrested in 2006 in Yemen on suspicion of holding terrorist ties, with U.S. intelligence viewing him as a terrorist sympathizer until about 2009, NBC News previously reported. He was linked to the shooting at Fort Hood in Texas that year, as well as the attempted bombing of a flight to Detroit on Christmas Day.
While the average American needs to work two jobs just to pay the bills and keep gas in the car, USAID gives BILLIONS to terrorists.

Maybe, but no-one could have known in 2000 what he would go on to do after 2008. Even Al-Awlaki himself might not have known.
He'd have no doubt kept his intentions secret, even if he had formed them when he met the pair who would go on to be part of the atrocity.
Presumably at some point in 2008-9 he was seen as not dangerous - suggesting he had become what is called a "sleeper"; though it would be relevant to ask if he should still have been under surveillance. Perhaps he was, but a competent sleeper does nothing to arouse concern and may even act in other misleading ways.
That inability to predict an individual's future reliably and to spot "sleepers" will always be the greatest obstacle to stopping terrorist attacks; and similarly any other serious crime by someone who has not yet committed any crimes.
I am surprised he would claim foreign nationality - presumably it gave him some advantage?
It qualified him for the scholarship, but despite Fox News' blabbing about it, these are not full rides. USAID does a partial payment, so it did give an slight advantage.
But the USAID office would not have been aware of it, because the name he provided is not what's on his US passport. As in, it was an Arabic. Good look latinizing it.
@Northwest No-one thought to verify his background? That would not have indicated any future acts but might have shown he was native to America not the Middle East.
If nothing else, surely he would needed sifficiently high school-leaving qualifications to gain a university place; so did anyone not verify those he claimed?
As he studied under grant aid in an American university while claiming to be a Yemeni, would it have been USAID that paid that, or some other Department?
(I realise the present US President wants USAID denigrated as much as possible, but really the granting agency does not matter because it is still only passing on American tax-payers' money.)
If you need to work two jobs to support yourself, why are you blaming immigrants for your failure in life? Maybe had you worked harder and saved your money instead of getting drunk every night, you would be in a better position now.
