Congress passes laws and appropriates money expecting that executive branch implements those laws using the resources given.

Republicans make this claim all the damn time - that congress passed a law regarding immigration, and they fault Democrat presidents for not enforcing that law.

Exact same thing here. Congress passed laws and appropriated money for certain work to get done. Offering employees buyouts works against that directive.

For example - congress passed and funded the Clean Water Act. Many tasks under that act require experts and experience. Losing a significant chunk of the workforce throws away valuable institutional knowledge that is crucial for the implementation of the law.

Imagine if Biden had made the offer to all Border Patrol agents. You MAGAs would have shit your pants so hard it would run down your socks.
