It stands for Diversity Equity Inclusion. This is not a quota program. It's a program that endorses businesses to hire people who would otherwise not be hired. And yes they must be qualified. This includes gender and religion and the disabled. As of right now this program has been discontinued. There are some who feel that DEI has nullified skill. It overlooks the qualifed. In the UK, people who apply for public sector jobs are required by law to demonstrate that they subscribe to DEI principles. So it's hardly surprising that public organisations increasingly fail the public when culprits, or suspected culprits, are from "minority" ethnic groups.
