If you think about it, to get all the votes from a state you only need a little more than 50% of the votes for that state. So if Californians for example moved to one of the other states they could get more than 50% of the votes. But it also wouldn't impact how they got votes for california because they'd get all those votes anyway! That way democrats would be able to win every year
