Point of clarity Bloom, FEMA ABSOLUTELY did announce they were worried about shortfalls because they spent around $600 million dollars schlepping indigents all over America.

That happened. It's good FEMA has enough to cover the hurricanes but they did announce they weren't sure because they spent millions on immigrants.
