Presidents don't really have much impact on federal agencies such as FEMA; Absent a directive from the executive branch, which in terms of federal employees is rare. Congress, not the president passes federal budgets and funding; the president can overrule that funding (budget) after it passes. That being said it will effect the future so that includes it having an effect on the next election. Plus any resultant casualties are fewer voters so. . .
