What is a multi cultural area in universities?

I was told this is an area that excludes white people, could that be true?

And would it include all people with light skin? Or people of European
ancestry.

Or is it that there are centres and programmes promoting inclusivity?

@BabyLonia Yes, a couple universities are not allowing whites. It's not
an official thing, it is being done by mostly black students, you know, the
mostly tolerant students.
