What is a multi cultural area in universities?

I was told this is an area that excludes white people, could that be true?

And would it include all people with light skin? Or people of European
ancestry.

@soar2newhighs I mean since right wing media including supposedly real media outlets have already straight up lied about University of Chicago recently I am very suspicious.
