How come Biden still sure Putin will not win in Ukraine ?

Russia is using 60% of GDP on war . For each year of the war Russia goes like 8 years back from post war. There is two kinds of Russia , big cities and the rest. Except war industry the rest of sectors are falling into ruin. The problem is Russia is slowly becoming part of China and USA don't give a shit where is border between Russia and Ukraine. 2-3 more years of this war and Russia will be very weak and if war stops there there will be industrial crash in Russia. What keeps Russia alive is oil price.
