No Taxes and on tips

Heard that last night at a rally in Nevada, then heard the press secretary say the president supports it. What a great idea, who said they could not come up with good policies. I wonder why they never tried to pass it the last 4 years.

I know it was said on Jun 9th in another rally but does it rally matter who came up with the idea?

Or if Trump came up with it, why didn't he implement during his presidency? Maybe he didn't want to upset the memory of Uncle Ronny Reagan whose idea it was to tax tips in the first place.
