Partly, yes. Trump had the opportunity to have American doctors, who are stationed in China, contain the virus. But Trump refused to, claiming that Xi was doing a good job without his help.
Also, the reason the virus spread so quickly in America is because Trump fired the pandemic response team. He also didn't shut down travel from China until after the virus was already here. Then there was random stupidity like discouraging people from wearing masks, downplaying the danger of the virus, telling doctors to stop testing, and so on.
And I suppose Trump was responsible for the redt of the entire world's economies shutting down, too. It was COVID, not Trump.
