USA has never been a democracy; it is a federalist constitutional republic, with checks and balances to prevent being a democracy. Just because it has similarities enough to democratic systems doesn't make it a democracy. Not even Canada where it is a (parliamentary) democracy can people get voted into office by popular vote, unless it's at the municipal and/or county level.
