It was powder paint made from cornflower and washes away easily with water. The point is to grab the headlines and get people talking about it. Just like this.

Their aim is to push the subject firmly into the apathetic public's consciousness, which stunts like this achieve. The Suffragettes were also hated and considered an annoying public nuisance.
