Your statement was in-complete because the OP is talking about tipping a waitress in a restaurant and her having to pay what he perceives is double-taxation on that tip.
Your response to the OP however, offers of itself no relevance to the subject of this thread.
When you say "He also has to cut spending by 80%", are you referring to restaurant spending?, or spending on tips given to waitresses?, or are you talking about cutting the cost of restaurant meals by 80% by the restauranteur?
That is why your your incomplete statement bears no sense of intelligibility.

He never entered the USA into WWII because in his mind, there was nothing in it for the USA. Totally self-centered and self-righteous in his perception of America's grandiosity as he saw the USA on the world stage.

Those 6 German subs over a 2 year period from 1939 to1941, very quietly sunk over 680 US Navy ships and US merchant ships in the Atlantic ocean all of which disappeared without a trace, just as they exited New York harbor.
That covert, German assault on the USA had been going on for 2 full years before America's involvement in the war and Roosevelt and his cronies were completely unaware of Hitler's presence at the entrance to New York Harbor, let alone in America's own backyard until Churchill brought this tidbit of trivia to Roosevelt's attention!
