Not who buys it or how much they buy, or thefts, all still tracked. Only storages are not tracked for the volume they have. Same with all goods falling under the TSCA.

@AbbySvenz you know so much stuff but there's some things you just don't know about I'm telling you it's been traced since the Oklahoma City this year they quit tracking it when it's moving as well as when it's stored I don't care if you don't believe me I don't care if you want to say oh it's not that agency I don't care about any of that all I'm saying is they're set in the country up to where we can have another Oklahoma City. And it was done through the wonderful President Joe Biden and I'm sure it wouldn't actually him cuz he's not coherent enough to make that decision. So when someone builds a big boom boom and sets it off in the next couple of years remember it's the person you support that allowed it to happen.

@dale74 companies are required to keep track of (amounts) of bulk storages; at least in the US...
