He isn't. He knows exactly what he is doing. He knows no one can do anything about his activities! Ep actions are important. He can't be impeached with a Republican house and less than 2/3 votes in the Senate! There may be a recourse, and it is even logical because of population growth, in a expansion of the court, but that will take a huge turn around in Congress!
