Does he really believe what he is saying? Or is he just parroting what he has been told by his handlers?

With his lifetime of practice, Biden can probably lie without nudging the needle on a lie detector.

Don't forget that he's not telling his lies in a vacuum, he gets a lot of help from the misinformation industry and his Democrat birds of a feather.
