Steve Forbes had that idea originally, in the 90s.
To do that, a Republican Congress will have to overturn the 16th Amendment and get rid of Title 26 of the U.S. Code.
Frankly the FAIREST tax is a national sales tax. But only if it replaces the income tax.

@Reason10 So? He didn't say it would be easy, just that it would be better. But without term limits to abolish the most powerful crime syndicate in the world (the US Congress), nothing is getting done.
