The reality is that circular loan/purchase/sales/payment deals like this one have been a feature of US policy since 1961. They continue because they create growth in US defense related industry, and generally balance out with tax payments received from the contractors who get the business.
It's actually so common that while everyone was choking over the Ukraine "giveaway", this agreement was approved with hardly any notice :
DUH!!!! It's also like keeping thousands of U.S. jobs that make those weapons...store them, transport them. test them. Who then pay taxes on the money they make making those weapons.
So the money we allocate...comes back to us. And you think that's a bad idea????????????
AND........if the Ukrainians are using those weapons to fight that means we don't have dead kids that had to do it instead.

It is American corporate welfare with good PR. As you alluded to no money is actually going to Ukraine. It all goes to American weapons contractors and eventually weapons go to Ukraine.
It also is not going to make a difference in the outcome. One thing this conflict has proven is not only the US but all of NATO weapons production is a joke.
This is likely only intended to keep the proxy war going till November so Biden doesn't have the bad PR of a loss in Ukraine before the election.
So basically more Ukrainians will die so the POTUS can save face in an election year.

Let skip over the part about the Ukraine for a moment.. What you have here is a way of the military to dispose of some current inventory which is not new and may be close to its use by date and replacing it with new stuff from current defence contracts, which may be upgrades or at least new. And will put money in the hands of suppliers. Win win for the politicians..😷
