No, not likely. A full stroke, absolutely not. A TIA (mini-stroke)? Also highly unlikely. Stroke victims don’t regain full awareness in 20 seconds. They are unable to grip podiums and maintain balance.

A growing consensus among doctors is seizures. Related to either childhood polio or resulting from more recent falls. In a focal seizure, the eyes divert to the side and the person, though physically steady, appears to ‘disappear” for seconds or minutes. McConnell’s eyes divert to the right, indicating a lesion or problem on the left side of his brain.

Seizures render no one incapable of holding a position like McConnell’s, but it could be speculated that advancing age might worsen conditions.

From what I've read a mini-stroke is on the table. But there could be other causes. The fact that it's happened twice, and his staff didn't seem particularly startled, tells me it's happening behind closed doors too. Clearly not well though.
