What does that mean?

The person in charge would have to say, "oops, we miscounted", knowing it was not true, then claim that a whole bunch of voters who hadn't voted DID vote or voted differently than they did, either of which would be lies.

Then he'd have to claim that that new, false return totals were true & accurate.

So he'd have to commit perjury/fraud in signing the revocation of the original count, the claim that the new count was correct, and a count each for every "found" vote.

Trump was trying to suborn...perjury/election fraud.

He has gone through at least six (6) Chapter 11 business bankruptcies, and is seen by business observers as getting ready for number seven, which is how many different husbands Elizabeth Taylor married, as a comparison.
