Your question is probably answered in the very long 18 USC §1961(1), which defines "racketeering activity" actually quite broadly. The recorded conversation of the then-President with the person in charge of the GA elections--or other contacts uncovered in the course of the investigation--might be well be enough to trigger one or more of the extensive list of items in the US Code (many of which deal with fraud with respect to ids), or other laws included under its wide umbrella.
