Well, they've got a point. While this won't help deflect the apparent truth that the 1st balloon is theirs, there's no evidence yet the others were anything more than domestic research. But here, we shoot first, which never, ever leads to bad things.
@Graylight im almost positive that domestic research has approved plans and notifications to norad however this is also government we are talking about so it wouldn't not be surprising if that was the case either. But at 40k feet in theory it does pose a threat to air traffic so that is understandable.
