Perhaps the poster was referring to the first time Russia invaded Ukraine in 2014 after being assured Obama would not honor the US commitment to Ukraine under the Budapest Agreement.

The US had promised by signing the Budapest Memorandum to defend Ukraine against Russia, but Obama unilaterally voided that agreement when Russia invaded the Crimea in 2014.

That's not true yet he starts it as a fact... Like a lot of right wing statements presented as facts but they're not.... I'm simply calling him out on that
