But there is a process involved. It includes dialog with the original agencies that classified the material. Why? To evaluate whether declassification will have detrimental impacts on various operations.
The process also includes other federal agencies as the declassified information is then subject to public release according to the freedom of information act.
The only part of this I find ridiculous is the notion of declassifying by will alone. OM OM OM *poof* declassified.

And we now know the 4 previous presidents (both Bushes, Clinton and Obama) did the same thing. They took documents with them, some classified, and didn't exactly store them in secure locations. Clinton had tapes in his sock drawer. Obama had docs in a furniture warehouse.
Precedence set.
Trump, BTW, had his secured in a locked storage room at MAL guarded by Secret Service. The MAL raid was an optical nothingburger.
