It's sloppy record keeping and wasteful government spending.

Two weeks ago I received a "vote by mail application. I ignored it. Just never threw it away.
Two days ago I received a SECOND vote by mail application. I get the feeling they definitely want me to vote by mail.
I am just curious how many vote by mail ballots I could potentially receive if I filled both of these out?
Is this an invitation to voter fraud, or just more wasteful government spending?
