Yes, the President can declassify documents by saying they are declassified, and/or by moving them to his private residence.
If Trump is indicted for any of this BS, I hope and pray that the next Republican DOJ goes after Obama retroactively for shipping CRATES of classified and Secret and even top Secret Documents to an out of business furniture warehouse in a strip mall, which had NO security except for normal strip mall security.
