These people were asylum seekers and were documented. They were waiting for their status in the immigration system. DeSantis called them illegal immigrants but that was just one more lie.

Nothing in that document requires "attachment" between two countries as a condition of seeking asylum. In fact, when my browser searched the whole document for the string "attach" it does not appear at all!!!
