If President Trump didn't hang obama's official portrait up because he's racist why did it take president biden nearly two years to hang it?

Since Biden is almost never there, he probably didn't notice. He likes to stay at his home in Delaware because he can keep zero logs of his visitors, unlike the White House where everything is recorded.
