North Korea to send 100k soldiers to help Russia in Ukraine

Two Question.

1. Will NATO then be able to do the same to help Ukraine ?
2. Is Putin loosing ?. He ask for peace talks now.

NATO can't really send troops to Ukraine because it would create a very high risk of nuclear war. Russia is massively struggling still, but they've succeeded at taking a big chunk of the country, tragically.
