North Korea to send 100k soldiers to help Russia in Ukraine

Two Question.

1. Will NATO then be able to do the same to help Ukraine ?
2. Is Putin loosing ?. He ask for peace talks now.

It makes sense. They would be deployed in Lugansk and Donetsk and North Korea has recognized the independence of both republics.
