North Korea to send 100k soldiers to help Russia in Ukraine

Two Question.

1. Will NATO then be able to do the same to help Ukraine ?
2. Is Putin loosing ?. He ask for peace talks now.

It's all about military equipment, not the sheer number of troops.
The outcome would be: tens of thousands of poorly-equipped Korean soldiers dying in the Ukrainian meat grinder.
