@MarmeeMarch You need first to figure out the difference between "an extension" and "put in something better that covered what you want to say a little better".

You extend the document when you want to say something that initially the document didn't say, that's the point of amendments.

Your beloved second amendment, for instance, doesn't "put in something better that covered what you want to say a little better", it introduces something that the original document didn't discuss.
