Why does President Biden have a list of reporters he's "allowed" to call on?

Did he actually say "allowed"?

I'm not thrilled with him talking about the list, tbh, but I tend to think a POTUS who didn't go into a press conference without a list would best be called unprepared.
@MistyCee If he has a list of people to call on someone is telling him who he's allowed to call on, and notes on facts and figures is fine, that's not what I'm asking.

If he's being given "commands" it's one problem.

Suggestions, reminders, and notes may be a problem, too, for some, but when you start getting into what authority a President's "handlers" have over him, I think details matter.

I'll give you it's tricky, in terms of who they're all working for, etc., but delegation and working with staff is a concern, as is being a "puppet."

@FreeSpirit1 He's odd, and was never my first choice. Having said that, I say that myself sometimes, because I rely on staff.

@FreeSpirit1 Every second of the President's time is allocated and the press corp guard their own allotted time jealously. Why would you be surprised by that simple reality?
@newjaninev2 I'm not surprised. He has direction cards telling him to sit down and stand up, who's hand to shake etc. It normal for him, but not for all presidents, most call on whoever they choose to call on and they all have their favorites but my opinion is he doesn't remember his favorites and needs to be told who they are.

@FreeSpirit1 Are you unfamiliar with diplomatic protocols? It’s like a 19th-century formal dance... every little gesture and phrase is filled with nuance and significance. At this moment your president is weaving cautiously through the minefield of Middle East politics. Every move must be anticipated, or offence can be given.
It’s the same when the President speaks about anything... the wrong phrase can have an immediate effect on the Stockmarket, the housing market, or our hemlines.
After that incompetent buffoon you guys had blundering around a couple of years ago, this guy is a refreshing change... an actual adult.
@newjaninev2 If I ask a question about Bidens incompetence I'm a Trump supporter? Your answer tells me all I need to know, you are a party loyalist and nothing someone in your party does can be questioned. That's fine, we all have our opinions.

@FreeSpirit1 I’m a New Zealander... I couldn’t care less about who your President is (although here we all miss our daily laugh), or your political parties.
@newjaninev2 you care so little you decided to weigh in on the discussion and label me "You guys" , meaning a Trump supporter.
How it works is if you don't care you refrain from giving an opinion, you won't hear me weighing in on New Zealand politics because It has nothing to do with me and I don't care.
