Is licensing and taxing vehicles to limit their use to those competent and trained to use them, and to pay for the infrastructure they require, "banning or restricting" them? Is regulating and limiting the use of powerful drugs to assure they are used for the proper reasons "banning or restricting" them? Is regulating and taxing alcohol, tobacco, and recreational drugs to help assure they are used appropriately and only by adults and paying for the health consequences of their use "banning or restricting" them?
